Cypher card is not working on Amazon, what is the reason?

Can you please follow the below mentioned steps to execute the payments in Amazon
Amazon typically only accepts domestic cards, but by changing the billing address to a foreign country, the payment may be routed through different gateways and have a better chance of being accepted.
please update the “Billing Address” on Amazon to a any US address and try processing the payment 3 to 4 times until it goes through?
